Who: the author drafts it. Any leadership-team member can open a new proposal.
Open for comment
Discussion is live. The leadership team reads the proposal and adds comments. This is the brainstorming stage.
Who: the Principal opens it for comment. All leadership read & comment.
Decided
Agreed. Promoted to the Decisions register (school-wide) with a back-link — the decision keeps its audit trail.
Who: the Principal promotes & approves the decision.
Parked
Shelved for now but kept on the record — revisit later. Not rejected, just not active.
Who: the Principal parks it. Can be re-opened anytime.
